Overview

Xincun Hui Township is located in Huanghua City (黄骅市), Cangzhou City (沧州市), Hebei Province (河北省). Covering an area of 83 square kilometers, the township had a permanent population of 12,268 as of 2017. It is the only directly administered township in the Huanghua Port Development Zone (港城开发区) and consists of 4 administrative villages, with a total area of 40.2 square kilometers and tidal flats of 29,000 acres.

Geographic Location

Xincun Hui Township is bordered by the Bohai Sea (渤海) to the east, Yang’erzhuang Town (羊二庄镇) to the west, Nampa River Town (南排河镇) fishing village to the north, and Haixing County (海兴县) to the south. The southeastern part of the township faces the estuary of the Zhangwei River (漳卫河), which separates it from Shandong Province (山东省).

Historical Background

The 4 villages of Xincun Hui Township were originally under the jurisdiction of Zhaojia Fort Township (赵家堡乡). In 1981, as the construction of Huanghua Port began, the villages were separated from Zhaojia Fort to establish Xincun Hui Township, which was then placed under the administration of Huanghua City. On December 1, 1992, the Hebei Provincial Government designated the Huanghua Port Development Zone, thus placing Xincun Hui Township under its jurisdiction.

Economic Development

Xincun Hui Township is primarily an aquaculture and fishing community, with significant contributions from marine fishing, salt production, and township enterprises. The annual marine catch totals 12.76 million kilograms, generating a production value of 42.88 million yuan. Extensive tidal flats have been converted into shrimp farming pools, producing 640,000 kilograms annually with a value of 8.76 million yuan. The township has 50,000 acres of salt flats, producing nearly 10,000 tons of raw salt each year. The local private economy is rapidly developing, with 256 businesses generating an annual output value of 51 million yuan. The average per capita net income for fishermen is 3,508 yuan, reaching a moderately prosperous standard of living.
